Funding for abortion services for women travelling to England from Northern Ireland

On 29 June 2017, the UK government announced that women travelling from Northern Ireland to England would no longer be charged to access abortion services.

Since the announcement, the three main providers of abortions in England have not been charging residents of Northern Ireland.

A small number of procedures will continue to be provided through the NHS where this is necessary for medical reasons. NHS providers will also be reimbursed by the Department of Health.

FPA has been working with the Government Equalities Office and the Department of Health to implement this change in policy.

On 23 October 2017, an update on the policy was provided. This outlined that women from Northern Ireland seeking medical support in England will be eligible for:

  • a consultation with an abortion provider in England, including an assessment of whether the legal grounds for an abortion are met
  • the abortion procedure
  • HIV or sexually transmitted infection testing as appropriate
  • an offer of contraception from the abortion provider
  • support with travel costs if the woman meets financial hardship criteria.

A central booking service will be established and run by one of the providers, who will be selected as part of the grant award process. This will mean women from Northern Ireland will have a single telephone number to call and an appointment can then be made with the most appropriate provider, based on the woman’s requirements, her medical condition and the availability of the providers.

The central booking service will be operational before the end of the year. In the meantime, women from Northern Ireland will continue to make their own arrangements with the providers but will not be charged.

If you have an unplanned pregnancy, or are pregnant and not sure what to do, and you live in Northern Ireland, contact our non-directive counselling service on 0345 122 8687.

Pregnancy choices counselling service

The FPA pregnancy choices counselling service is the only impartial, non-judgemental and non-directive service available in Northern Ireland.

The service is completely confidential.

What is non-directive counselling?

Non-directive counselling means the counsellor has no opinion about what is best for you and is there to provide a confidential, non-judgemental and safe place for you to explore feelings around your pregnancy, and the options you feel are open to you.

Whether you are thinking about continuing with your pregnancy or considering abortion or adoption, the counsellor will take you through the practical aspects of each choice and provide helpful information.
